About the Procurement Operations Manager Role
The Procurement Operations Manager will be responsible for managing a broad range of procurement activities required to support Pioneer Cement’s operations.
Unlike a purchasing role focused primarily on placing orders, this position involves strategic sourcing, supplier management, commercial negotiations, procurement reporting, cost optimization, risk management, and team leadership.
The role requires someone capable of coordinating procurement activities with plant requirements while ensuring that materials and services are available at the required quality, cost, and time.
Key Responsibilities
The Procurement Operations Manager will manage end-to-end procurement of fuels, raw materials, imported and locally sourced plant spares, refractory materials, packing materials and bags, project requirements, services, and consumables.
The selected professional will lead local and international sourcing activities, including RFQs, RFPs, tendering, preparation of Comparative Statements, commercial negotiations, and supplier evaluations and recommendations. These activities must be performed according to approved company procedures and the applicable Limit of Authority (LOA).
Another major responsibility will be developing and managing strategic supplier relationships. The manager will work to maintain competitiveness while monitoring supplier quality, delivery performance, reliability, and ethical business practices.
Procurement Reporting and Management Information
The position requires strong visibility over ongoing procurement activities.
The Procurement Operations Manager will provide reports and management information covering areas such as pending PRs, RFQs, quotations, Comparative Statements (CSs), POs, critical requirements, procurement savings, supplier performance, risks, and key actions.
Candidates should therefore be comfortable managing large amounts of procurement data and converting it into clear information for management and operational decision-making.
Cost Optimization and Strategic Sourcing
Cost management is another important component of this position.
The selected candidate will drive price benchmarking, procurement savings, alternative sourcing, cost optimization, and commercial value creation while ensuring that quality and timely availability are not compromised.
This means candidates should be able to evaluate suppliers on more than just price. Commercial terms, quality, lead times, reliability, operational risk, and continuity of supply may all be important considerations.
Team Leadership
Pioneer Cement is also looking for someone capable of leading and developing the procurement team.
The Procurement Operations Manager will be expected to promote accountability, teamwork, knowledge sharing, and performance excellence within the function.
The role also involves mentoring the procurement operations team and ensuring that buyer workflows remain closely aligned with the requirements of plant end users.
Qualification Requirements
Candidates should have one of the following qualifications from an HEC-recognized institute:
B.Com, MBA, MS, or an Engineering degree.
A professional certification related to procurement or supply chain management will be preferred.
Candidates with relevant procurement certifications should clearly highlight them on their CV.
Experience Requirements
Applicants should have 10–12 years of professional experience, preferably within:
Manufacturing, cement, or heavy industry sectors.
Considering the scope of the position, candidates should clearly demonstrate progressively responsible procurement experience, particularly where they have managed sourcing, suppliers, negotiations, plant requirements, or procurement teams.
Required Skills
The advertisement highlights several important competency areas.
Candidates should have proficiency in Oracle ERP and procurement processes, along with strong capabilities in commercial and supplier management.
Important skill areas include:
- Oracle ERP and procurement
- Commercial and supplier excellence
- People and customer excellence
- Strong command of RFQ/RFP processes
- Technology and process excellence
- Local and international sourcing
- Commercial negotiations
- Supplier evaluation and management
- Procurement reporting
- Team leadership and mentoring
Understanding RFQ, RFP, PR and PO
Candidates applying for a senior procurement position should be comfortable with common procurement terminology and workflows.
A PR (Purchase Requisition) represents an internal requirement to purchase goods or services. An RFQ (Request for Quotation) is generally used to obtain commercial quotations from suppliers, while an RFP (Request for Proposal) can be used for requirements where suppliers need to provide a broader technical or commercial proposal.
After supplier evaluation, comparison, negotiation, and internal approval, a PO (Purchase Order) may be issued to the selected supplier.
Experience managing these processes through an ERP system such as Oracle will be particularly relevant to this vacancy.
Who Should Apply?
This opportunity is particularly relevant for experienced procurement professionals who have spent a significant portion of their careers working in industrial procurement and supply chain environments.
Professionals who have handled plant spares, raw materials, imported purchases, fuels, consumables, project procurement, services, or other industrial requirements may have particularly relevant experience.
Candidates who have managed teams and suppliers while delivering measurable procurement savings should make those achievements prominent on their CV.
For example, rather than simply writing “Responsible for procurement,” applicants can strengthen their CV by showing the value of purchases managed, number of suppliers handled, percentage or monetary savings achieved, improvements in lead times, alternative sources developed, or major sourcing projects completed.
